1. You will need a video-out cable from the console that is compatible with the RGB or DVI input on the computer monitor.
2. The type of plug that goes in to the console varies from the brand that makes the console, but the plugs that go in to the TV are usually scart or 3 plugs made up of S-Video, and Audio (left and right speaker). Adapters from S-Video to DVI or RGB, I have never seen my self, and from scart I'd be willing to wager they do not exist.
3. It was true before the age of flat screen TV's, as a CRT monitor has a lower resolution, and FPS display ability, but LCD monitors makes this argument obsolete.
I don't think this is an endeavor worth chasing after, personally, but I can look around if you feel strongly about it.
